The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
The Directorate of Programme Development and Technical Cooperation (PTC) is responsible and accountable for providing technical cooperation services to enhance the capabilities of developing countries and economies in transition to promote ISID in the areas covered by five departments: Department of Programmes, Partnerships and Field Integration; Department of Agri-Business; Department of Trade, Investment and Innovation; Department of Environment; and Department of Energy.
The Department of Energy (PTC/ENE) assists member countries in the transition to a sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.
The position is located under Department of Energy in Climate Policy and Partnerships Division (PTC/ENE/CPP) which is responsible for coordinating integrated policies, global partnerships and global fora in the field of sustainable energy and climate change. The Division positions UNIDO strategically in the global energy and climate change forums, and coordinates global and regional programmes on low carbon technologies and networks. It focuses on promoting programmatic approaches, and coordinates work related to new and ongoing global and regional programmes, cross cutting themes, nexus and knowledge management issues. In addition, the Division will coordinate work related to global forums such as the Vienna Energy Forum, and UNIDO’s participation in meetings of the Conference of the Parties and other relevant energy and climate conferences and events. In discharging its responsibility, in line with overall strategy of the Department, and also cooperates with other relevant organizational Divisions within UNIDO, in particular with the Department of Environment, Technology Networks and Field Offices.
The project “Integrated Solutions for Water, Energy and Land” (ISWEL) is a joined UNIDO-IIASA-GEF project fostering the assessment of cost-effective solutions and tools to jointly meet water, land and energy challenges. For this approach, a model framework for assessing scientific, evidence based scenario forecasts, mapping different socioeconomic and climate warming conditions, is developed. ISWEL is implemented on two scales, globally a Hotspots Explorer enables the analysis of the most vulnerable and exposed populations in the world, for the purpose of providing strategic advice to policy makers and developing agencies for allocate resources more targeted and with higher impact.
On a local sale two trans-boundary basins, the Indus (4 riparian countries; China, Afghanistan, India, Pakistan) and the Zambezi (8 riparian countries; Angola, Namibia, Botswana, Zambia, Zimbabwe, Malawi, Tanzania, Mozambique), affected by complex interlinked challenges, are analysed for potential solutions. Therefore, close cooperation with local stakeholder, scientific, intergovernmental organizations, NGO’s, and government partners from different sectors, was enabled and strengthen in order to better and more efficiently assess the main challenges, trade-offs and possible solutions.
During three stakeholder meetings, the model results were presented, followed by stakeholder feedback, in order to improve the models and to assess further possible outcomes. In order to reach the project’s objective, four integrated components are implemented:
- Development of a systems analysis framework for assessing solutions to the water-energy-land nexus challenges;
- Regional nexus solutions in the context of global developments;
- Capacity building and knowledge management, comprising the foundation for a knowledge and capacity network on nexus decision support;
- Monitoring and Evaluation.

Duty Station: Home based with meetings at UNIDO HQs in Vienna and mission to Maputo, Mozambique
The evaluation team will report to UNIDO’s Independent Evaluation Division that will ensure that the reports are useful for UNIDO in terms of organizational learning (recommendations and lessons learned) and is compliant with UNIDO’s evaluation policy and these terms of reference.
The Environmental Economist will work in close consultation and collaboration with the Team Leader of the Evaluation Team to generate following deliverables/outputs:
- Focusing on the technical aspects of economic modelling for multi-dimensional case studies, review and analyze project documentation (incl. gender issues, peer-reviewed publications; GEF 2020 Strategy, and all other project documentation provided). In cooperation with the Team Leader, determine the possible ways of evaluating this research project, prepare the required instruments (questionnaires, theory of change, logic models, etc.). If needed, recommend adjustments to the tools in order to ensure their adequacy for the evaluation process. Analyze and assess the adequacy of legislative and regulatory framework, specifically in the context of the project’s objectives and targets.
- Contribute inputs to the prepare inception report and suggest the technical evaluation questions as well as the related methods and data required. Contribute, in this way to preparation of the detailed evaluation methodology, draft theory of change, and tentative agenda for field work, in close collaboration with the Team Leader.
- Conduct field missions, in collaboration with the TL to consult field project stakeholders, partners and beneficiaries; assess partners and prepare input towards the preliminary conclusions and lessons learned.

Contribute to the finalization of the evaluation report on basis of comments and suggestions received through the evaluation team leader.
