TERMS OF REFERENCE FOR A CONSULTANCY TO DEVELOP THE MONITORING & EVALUATION PLAN FOR WOMEN AGAINST ALL FORMS OF DISCRIMINATION
Women Against All Forms of Discrimination is a sex worker led membership organization; advocating for the full attainment of women’s rights stipulated in the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW). The organization was formed in 2015 and officially registered as trust in 2016; registration (MA 621/16); after the realization that stigma and discrimination undermine efforts to prevent the spread of HIV and pose barriers to accessing care and treatment services. Social exclusion and health inequalities mean KPs cannot benefit from health services if they do not have access to them and are afraid to seek them. Hence sex workers came together to facilitate a platform for sex workers to provide peer to peer HIV and health support. WAAD provides coordinated approaches to advocacy and policy engagements with different stakeholders on Women’s Rights, HIV/AIDS, Sexual Reproductive Health, GBV and Livelihoods. WAAD is driven to represent women in their diversity, with a special focus on women in marginalised communities and key affected population; particularly sex workers.
Following the WAAD 2020-2025 strategic design; geared towards creating an enabling environment for increased sex workers inclusion and meaningful engagement in key populations’ targeted interventions for improved quality of health services and effective programming that meets the needs of sex workers. Efforts are needed to ensure that the resources spent on SWs programmes result in preventing new HIV infections among FSWs and their clients, and thereby among the general population. A successful intervention requires the development of a plan of action outlining in a detailed manner; the results to be achieved, the strategies to be used to attain milestones, as well as the framework to be used to monitor, evaluate and report on the results.
Due to limited resources and unforeseen circumstances; the monitoring framework to be designed should enable to guide the monitoring of WAAD programs indicating progress made on the outcomes and outputs of interventions. To avoid further delay a consultancy is sought to expedite the development of the M&E Plan.
The main purpose of the consultancy is to develop an M&E plan that will accompany WAAD interventions to facilitate the effective monitoring of the programmes. In addition, he/she will provide basic induction and guidance to the WAAD programs team on effective monitoring, utilization and effectiveness of the technical, operational and programme systems, to ensure compliance with M&E procedures and standards.
The Monitoring and Evaluation Consultant will work in close collaboration with the WAAD Programs Coordinator, regularly interacting with relevant staff and units.
SPECIFIC TASKS FOR THE ASSIGNMENT:
Review some of the activities to be implemented by WAAD to familiarize with expected results and strategies as well as assess the quality of indicators and milestones to be achieved. Draft procedures and guidance notes on monitoring, evaluating and reporting on results.
CONSULTANT’S SPECIFIC DELIVERABLES/OUTPUTS
- Design a M&E plan for WAAD
- Draft M&E frameworks, tools, methodologies for WAAD
PROFILE OF CONSULTANT
- Post Grad qualification in Monitoring and Evaluation, or other related field.
- Recognized expertise in monitoring and evaluation; including a strong track
record of innovative leadership in managing evaluations.
- A minimum of 5 years’ work experience in health and/or social sciences
- The services of the consultant will be required to commence work and deliver after 3 working days.
SPECIFIC CONDITIONS AND CONTRACTUAL MODALITIES
- Payments will be made in accordance with WAAD rules and procedures.
- Reports and other written deliverables must be submitted in English and electronic copies to WAAD
- The document and findings will be the property of WAAD and shall not be used without prior written authorization.
