Reporting to Deputy Executive Director

 Overall Responsibility

The UNICEF Elimination of Mother to child transmission of HIV, REACH for EMTCT Project, focuses on the development, testing and implementation of evidence-based risk-screening tools and maternal motivation packages to identify and support women and adolescents (AGYW) in routine antenatal and postnatal care setting in Zimbabwe. The Project Coordinator supports the Provincial Program Manager in supervising the project assistants and is responsible and accountable for formative research fieldwork and the technical, mentoring and oversight of the EMTCT Project Assistants. In addition, the project coordinator will manage the coordination, development and integration of project activities into the district PMTCT programs.

Based in central office, reporting to the Deputy Executive Director (DED) and working closely with the Research, Innovation, Partnership and Learning Specialist (RIPL), the Project Coordinator collaborates with the OPHID Families and Communities for the Elimination of HIV team at central office and provincial offices and the MOHCC Provincial and District Health Teams.

Main responsibilities

Develop standardized risk screening tools for use in facilities and communities  to identify and support women and adolescents (AGYW) in routine antenatal and postnatal care settings

  • Work with the DED, RIPL and Provincial Program Managers (PPMs) to develop and implement work instructions and SOPs to support the project assistants’ work
  • Assist RIPL to conduct MTCT national mapping process and convene and conduct the MTCT risk working group workshop
  • Support the DED and RIPL in working with national level MOHCC TWGs in adopting and operationalizing national PMTCT/HIV strategies and guidelines
  • Work with PPMs to provide supportive supervision and Technical assistance to project assistants on DHE adoption of national PMTCT strategies and guidelines into district level implementation plans
  • Support PPMs in supervising the aggregation, verification and reporting of all project weekly, monthly and quarterly data into OPHID and UNICEF databases by the project assistants
  • Work with the SIE team to analyze weekly/monthly/quarterly data and prepare project dashboards to support project implementation by PPMs and project assistants as well as reporting to UNICEF
  • Assist the DED and RIPL in compiling consolidated reports for the program for submission to UNICEF

Assist in management of project resources for the organization

  • Support the project team in preparing the national level monthly budget and liquidations in consultation with provincial team and the FACE-HIV team
  • Support the PPMs to supervise the rational use of organizational resources in line with OPHID’s policies, the grant agreement, and in compliance with the UNICEF rules and regulations as applicable, including time and attendance
  • Support project assistants and PPMs to submit monthly projections and monitor expenditure against budget, explaining any variations thereof
  • Support PPMs and RIPL to supervise the timely submission of requests and acquittals for resources in line with financial management policies and other relevant SOPs to support program implementation
  • Support PPMs and Central office staff to supervise the timely submission of all administrative documents and reports (vehicle logbooks, asset verification checklists, petty cash certificates etc.) in line with relevant SOPs

Assist in the development and production of standardized risk screening tools and motivational packages for mothers to uptake ANC and PNC services.

  • Supervise, support and monitor the work of the Project Assistants in the districts
  • Support and monitor the  development of MTCT of draft risk screening tools and SOPs
  • Support the PAs in the organization, conduct and analysis of Focus Group Discussions with healthcare workers and community stakeholders to co-create motivational packages
  • Support the Work with the DHEs on gaining endorsement of HCWs of risk screening tools production and distribution to Rural Healthcare Centres
  • Support the PAs to sensitize and mentor HCWs and VHWs on learning phase implementation of risk screening tools, documentation and roll out in designated districts
  • Support PAs to mentor health facilities to correctly and completely record PMTCT of HIV services in appropriate care booklets, registers, checklists and other source documents
  • Provide technical support to the PAs in adopting a data driven approach to resolving district level challenges affecting the PMTCT program
  • Submit timely, accurate and quality reports on all district project activities for eMTCT project activities

Support the expansion of the REACH for EMTCT project district wide in the designated districts

  • Support PPMs and PAs to work with the DHEs to adopt, implement and monitor roll out of screening and motivational packages district wide
  • Support the SIE team to analyze weekly/monthly/quarterly data and prepare project dashboards to support project implementation by PPMs and project assistants as well as reporting to UNICEF
  • Assist the DED and RIPL in compiling consolidated reports for the program for submission to UNICEF

Requirements

  • Degree in Nursing
  • Masters’ degree in public health or social sciences or a post graduate qualification in project management
  • Current registration with the Zimbabwe Nurses Council as a Registered General Nurse
  • At least 3 years’ experience providing HIV Care services or nutrition support services at district level within MOHCC or in a supporting partner environment
  • At least 3 years’ experience in a coordination and project management role at provincial/national level within MOHCC or a supporting partner environment
  • Fluent Shona and/or Ndebele speaker
  • Previous research experience
  • Good communication and interpersonal skills
  • Good written and oral English
  • Good knowledge of MOHCC registers, data and indicators relating to HIV and nutrition and experience in M&E and data collection and analysis
  • Good working knowledge of Microsoft Office (Word, Excel, Powerpoint)
