Background

The National Democratic Institute for International Affairs seeks a Finance and Subgrants Officer to join its Zimbabwe Country team and contribute to the financial and subgrants oversight on small and mini grants for NDI programs. Reporting to the Finance, Administration and Subgrants Director, the successful candidate manages the financial and sub grants aspects of programs under this area by performing the duties listed below.

Purpose of Job / Key objectives

  • Provide financial and subgrants oversight on all small and mini grants for NDI Programs;
  • Assist in evaluation potential small and mini grants financial and program systems for pre-awards;
  • Provide assistance in managing compliance to NDI rules and regulations on small and mini grants;
  • Reviewing and Monitoring Small and Mini grants expenditures;
  • Assist in providing oversight on all close out procedures for NDI small and mini grants;
  • Provide Assistance to the Finance Director on all Financial Aspects of NDI Programs;
  • Support Program Staff on all sub granting processes and queries.

Principal Duties / Tasks and responsibilities

Finance:

  • Work closely with the Finance Director to ensure smooth operation of all finance matters;
  • Review of all source documents for payments;
  • Input accounting data into the accounting;
  • Capturing of online banking transactions;
  • Assist in the production of financial statements and applications, preparation of spreadsheets, reports and correspondence as required;
  • Update, monitor core cost allocations and ensure accuracy on cost allocations;
  • Resolution of finance related queries from DC;
  • Reconciling and filing of tax returns;
  • Reconciling and filing of NSSA returns;
  • Assist with end of month and year preparation and procedures;
  • Prepare Logistics memos for all International Staff/Delegates Travelling to Zimbabwe;
  • Prepare all office/residential lease/Extension documents for DC routing and maintain all lease renewals;
  • Prepare and File all WHT in lease rentals;
  • Resolve all matters arising from NDI residential/office leases;
  • Managing Operational cash and supervision of petty cash;
  • Assist in preparation of Training Participants stipends/allowances and disbursements thereof;
  • Assist in developing and strengthening internal controls for the field office;
  • Assist in internal audit processes;
  • Providing guidance to the Office driver on Vehicle management and logistics;
  • Supervision and mentoring of Junior staff.

Sub Grants:

  • Assist in pre-award processes for all mini and small grants and review of pre-award documents;
  • Assist with NDI Zimbabwe’s sub-grant program and budget and contractual relationships with multiple small and mini -grantees throughout Zimbabwe;
  • Assist with evaluation of potential small or mini-grantees financial systems and competencies in program delivery;
  • Assist with the review of accounting procedures and internal controls of each selected small or min grantee and provisions of recommendations for improvements;
  • Assist with training and mentoring of local partners to increase their financial and management capacity and ensure compliance with NDI’s program requirements and goals, and;
  • Assist with drafting of program support documents and regular internal reports.

Qualifications

  • Bachelor’s degree in Accounting;
  • Additional years of relevant work experience may be substituted for educational requirement;
  • A minimum of six (5) years relevant work experience in Financial and Subgrants management;
  • Experience in designing and managing internal controls;
  • Experience in formulating budgets, budgetary control;
  • Ability to train partners in donor regulations, and NDI Policies;
  • Knowledge of Pre and Post Award mechanisms for various grant mechanisms;
  • Knowledge of Zimbabwean laws governing labour, taxation and third party obligations;
  • Demonstrated knowledge and/or competency in the area of responsibility as well as any other areas of NDI’s functional programs;
  • Knowledge, experience and understanding USAID Policies and Regulations;
  • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff both in the country office and in NDI-Washington;
  • Skills in developing and managing relationships with members of USAID and other donor organizations, funders, and Civil Society Organizations;
  • Excellent oral communications skills to effectively present information, respond to questions;
  • Exceptional writing skills, clear and persuasive with little to no editing;
  • Capacity to work both independently and as a member of a team;
  • Smooth multitasking among several responsibilities;
  • Working knowledge of PC-based word processing and spreadsheet applications;
  • Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired;
  • Seasoned budget and accounting skills;
  • Ability and willingness to engage in extensive in-country travel and in the absence of that, regular sustained interface with program partners across the country.
