About the organisation
CONTACT is an NGO founded in 1993 by counsellors and interested individuals recognising a need for a centre in Bulawayo where families of women, children and men from poor socio economic backgrounds could get counselling free of charge. It was registered in 1997 as a Private Voluntary Organization (PVO). It is a membership organisation and operates mainly in Matabeleland region (Bulawayo, Matabeleland North and South provinces) and other southern and western parts of Zimbabwe.
The vision is to be the leading counselling organisation offering quality counselling and training programmes and services that are responsive to the needs of clients. The mission is to empower people, especially disadvantaged individuals of women and men, children and families to lead productive and fulfilling lives. This is done by providing counselling services and training in counselling. The key interest groups of the organisation include clients, beneficiaries, members, board, staff, stakeholders and funding partners.
Objectives of the assignment
CONTACT is currently guided by a 5 year strategic plan which is ending on 31st December 2020. The goal is to develop a new 5 year strategic plan for the period 2021—2025 that considers and is responsive to the mandate and evolvement of the organisation, the needs of clients and stakeholders as well as the prevailing and projected environment.
Roles and responsibilities of the consultant
- Review the current strategic plan for 2015-2020;
- Review relevant organizational documents that feed into the process;
- Consult board, staff management and funding partners to gather their input and expectations regarding the new strategic plan;
- Prepare and develop a 2 day strategic plan workshop program;
- Facilitate a participatory workshop with representation of key interest groups of the organisation. Write the draft 2021—2025 Strategic Plan and present to CONTACT for validation;
- Effect comments and submit the final new 5 year Strategic Plan.
Roles and responsibilities of CONTACT
- Preparation of the contract; ensuring timely signing by both parties and paying the consultant as per the agreed terms and deliverables;
- Timely provision of necessary documents for review and contact details for those to be consulted;
- Providing logistical arrangements for the 2 day strategic plan workshop;
- Reviewing of inception report and draft strategic plan.
Expected deliverables
Submission of:
- Inception meeting report with agreed work plan;
- Summary Strategic plan development workshop report;
- Draft Strategic Plan and Final Strategic Plan 2021—2025
Duration of work
Consultancy assignment work should be completed within a period of three weeks after the contract has been awarded. By 31 January 2021, CONTACT should be having a final new strategic plan.
Qualifications and competencies of the consultant
- Post-Graduate in relevant field with at least 3 years’ experience doing similar work;
- Possession of good knowledge of all concepts, principles and approaches required for the assignment;
- Provide 3 traceable references and documentary evidence like contract awards and written reference letters from clients stating scope of services offered;
- Excellent communication, analysis and writing skills;
- Good interpersonal and teamwork skills.
The strategic plan will be produced by an experienced and qualified strategic plan development consultant. The Consultant must have the minimum following qualifications and competences:
The ideal candidate should possess qualifications, skills and experience as follows:
- A degree in a relevant field, e.g. Social Sciences, Development Studies or any other relevant discipline;
- A track record in developing strategic plans consultancy assignments;
- At least 3 years’ experience developing strategic plans and has written reference letters from clients stating scope of services offered;
- Demonstrated knowledge and experience in working on assignments that had counselling, child protection and training related projects/programmes;
- Extensive experience in service provision community development programs;
- Experience in NGO work;
- Knowledge and experience in Results based planning, monitoring and evaluation;
- Knowledge of cross cutting issues;
- Excellent communication, analysis and writing skills;
- Good interpersonal and teamwork skills.
Expression of interest
Expression of interest should consist of:
- A detailed technical offer including understanding of the TOR;
- A suggested methodology to be applied;
- A proposed time schedule; CV of the Consultant and if it’s a team, CVs of also the persons involved in the Strategic plan development with their roles & responsibilities;
- Provide 3 traceable references and written reference letters from clients stating strategic plans developed; references on similar assignments already conducted and a detailed budget for conducting the consultancy work.
